Who ya gonna call? (consumer complaints)

Ever want to complain about bad business practices, but not sure who to contact? The following links may help. My interest in this subject is long-lived, but is sparked by an article on rebate fraud, which really irks me -- Symantec cheated me on one, and I didn't know to whom to complain at the time (though now I've switched to McAfee after several years of having Symantec's Norton).
