Please tell me that I'm reading this wrong. This WTOPnews.com article seems to be saying that for domestic groups trying to prevent the spread of AIDS in foreign countries (e.g., in African countries, where AIDS is a very serious epidemic), they must pledge that they are not supporting prostitution rings, otherwise such groups will not receive federal funding. This may seem okay on the surface, but does providing prostitutes with condoms and anti-HIV medications constitute helping a prostitution ring?

By not "helping" such "businesses" you end up promoting the faster spread of AIDS and other STDs. Am I missing something here?
