Seats always get put down in this house. If anything, not just the seat, but the lid. (namely because of cats. Don't want cats drinking out of the bowl).
I'd far rather be surprised in the middle of the night when I don't flick the light on so I don't wake up more by sitting down on a fuzzy seat-cover than by having a splashdown.
But since the seat-up issue has never been an issue in this house, it's no big deal. :)
