Rant 2: Bank of America credit card rates

javasaurusAdmittedly, this one doesn't directly affect me, I don't have a Bank of America credit card.
Apparently, Bank of America is really jacking up their credit card rates to as high as 25 or 28%, for customers who make payments on time, and have great credit ratings. They sent the notice out about a month ago, and indicated that you have to notify them by something like Feb 18, in writing, if you intend to close your account and pay-off at the current rates.
